THRUST
CODE-NGO
seeks to pursue a so-called two-track advocacy:
engage the government in order to protect the
gains we have won in the past on key social
reform issues and to manifest a principled
opposition to any decision or action of the
government that clearly threatens our democracy
and core governance issues. Key elements of the
CODE-NGO Commission on Advocacy (ADVOCOM) Agenda
are the following:
-
Poverty
incidence monitoring and analysis
-
Well-targeted
and efficient delivery of quality basic
services.
Effective implementation of asset reform and
natural resource management
-
Budget
advocacy
-
Meaningful
people's participation in decision-making
ROLES
AND FUNCTIONS
The Advocacy Commission is tasked with providing
direction to a complex, multi-dimensional level
of advocacy which will harness national, local,
sectoral and intersectoral issues and
initiatives. It is a concrete expression of
members to take responsibility for a very
important program of CODE-NGO.
The
ADVOCOM periodically reviews the status of
implementation of CODE-NGO's Advocacy Program
and make regular feedback reports to the
National Board.
It
advises the National Secretariat on the
innovations and/or adjustments necessary for the
successful implementation of the program.
It
also represents CODE-NGO in its key networking
and linkaging activities and coordinate with the
National Secretariat in the conduct of external
relations work.
It
ensures the quick relay of information from
CODE-NGO to their own respective networks and
vice versa, and facilitate the exchange of
ideas-and when necessary, the building of a
consensus-among networks in relation to issues
on the advocacy agenda.
It
facilitates the exchange of resources, knowledge
and skills among networks to foster mutual
support and cooperation for the success of
advocacy endeavors.
The
ADVOCOM is also tasked to design an impact
study, monitor its implementation and present
its results to the National Board.
