THRUST

In a recent study funded by the Association of Foundations on Donor and NGO Trends, it was revealed that there is a mismatch between what NGOs are implementing in their communities and the kind of projects that donors are willing to fund. Furthermore, NGOs do not have the capacity to maximize and access opportunities that are available. 

In order face the challenges of the next decade, CODE-NGO member networks should therefore reinvent themselves to become more effective and efficient organizations. The Commission on Institution and Capacity Building (CICB) was created in October 2001 with the objective of increasing the competencies of its member networks by providing capacity building support programs to its member networks.

ROLES AND FUNCTIONS

In order to achieve this thrust, the Commission is therefore tasked to do the following:

Determine scenarios and trends in civil society in the next five years in terms of funding, appropriate and relevant programs in relation to the current political and socio-economic situation;

Identify the niche of NGOs in view of such scenarios and trends

Discover new ways of operating in the light of these trends

Define available resources and mechanisms of accessing them; and

Classify NGOs with respect to their expertise to have more focused interventions

CICB intends to conduct a Round Table Discussion where resource persons will be invited to talk on the following four key areas: global and regional trends, business scenario, development scenario and lastly the country plans of the bilateral and multilateral agencies. 

Inputs during the round table will determine the key development programs that will emerge and the major resources that will be available. It will spell out CODE-NGO's Grand Scenario for the next five to ten years and help CICB determine the kind of competencies that CODE-NGO should help its members to develop. The grand strategy will be finalized during the National Assembly on September or October 2001 where a report will be made on CODE-NGOs accomplishment over the past ten years, some reflections on major initiatives and accomplishments and a projection of what CODE-NGO should be in the next decade.
