THRUST
CODE-NGO's member networks has committed themselves to the Covenant for Development signed in 1991 and strived to adhere to the high standards of development work as stated in the Code of Conduct. The network encourages its members to exert considerable effort in improving organizational systems and procedures.
During its 2nd National Congress in 8 February 1998, CODE-NGO embarked on a reform initiative within it's network to urgently address issues crucial to the survival of its members. The Internal Reform Initiative is meant to renew efforts at increasing standards of effectiveness, transparency and accountability of CODE-NGO members.
Over seven hundred NGOs signed the 2nd National Congress Manifesto on Becoming More Responsive and Responsible Social Organizations. The Internal Reform Initiative of CODE-NGO as manifested in its 2nd National Congress Manifesto shall be the next most important network-wide action to increase the effectiveness of its members next to the Covenant on Philippine Development and the Code of Conduct for Development NGOs.
ROLES AND FUNCTIONS
The Commission on Internal Reform Initiatives has been tasked to review the Code of Ethics, Standards and Principles to improve the way NGO members conduct themselves in relation to the work they do and with their partner agencies. The revised Code should incorporate new experiences and should take into account relevant provisions in existing NGO codes of conduct of other countries.
The draft of the revised Code of Conduct should be presented to member networks through consultations during their respective annual assemblies in order to save on resources. CIRI aims to finalize the revised Code of Conduct during CODE-NGO's 10th National Assembly in year 2001.
CIRI is also tasked to wage a campaign to popularize the new Code of Conduct extensively among members and other stakeholders of development work. Member networks will be asked to renew their Commitment to the Covenant on Philippine Development and the Revised Code of Conduct.
