THRUST
As a structure mandated to attend to the concerns of its members, CODE-NGO needs to take concrete steps to look for strategic resources and create opportunities for these resources to be accessed by NGOs and POs. CODE-NGO has commissioned two studies to determine the financial requirements of CODE-NGO members and to qualify the flow of funds to development NGOs from ODA and other sources.
The Commission on Strategic Resource Mobilization was created to act as the mechanism which will link the identified funding requirement and the potential sources for such funding requirements.
ROLES AND FUNCTIONS
Primarily, the Commission on Strategic Resource Mobilization is tasked to formulate strategies to promote the financial sustainability of networks and the NGOs and POs in the next ten years. This can be achieved through :
Identifying the NGOs' indicative demands for funds for the next ten years and identifying potential major sources of funds for NGOs and POs for the same period
Conceptualizing programs, projects and mechanisms to enable NGOs and POs to access these funds;
Identifying possible strategic modifications in the operations of NGOs -modifications that will increase efficiency of NGO work; and
Crafting policy recommendations toward government and other donor agencies -policy recommendations that will allow NGOs and POs greater access to the funds made available by these institutions.
In order to maximize the effectiveness of the Commission, its responsibilities are only limited to analytical work, conceptualization and policy development. The work of pursuing the programs and projects conceptualized by the Commission and the advocacy work top pursuer its policy recommendations should be left to CODE-NGO members and to other structures within CODE-NGO.
A number of strategies for resource mobilization have already been proposed by CODE-NGO network members for exploration and study. One of the strategies identified is to establish an endowment fund in the nature of the
PCHRD, where subgrants are given to other NGOs. Such an endowment will be put up to support projects as well as service capability building needs within the NGO community. Initiatives along the lines of selling development bonds are now being discussed.
