Sharing the Load: Looking into People's Participation in Local Governance
Extraordinary things happen! And in the realm of democratic participation, this statement extends to various cities, municipalities and provinces where civil society is breaking ground in engaging the government. And this publication, aside from highlighting debating, and examining these extraordinary "breakthroughs," is also a celebration of innovative advances in people's participation.
This publication is a compilation of "best practices" in the arena of local governance participation in the Philippines. It showcases fourteen cutting edge endeavors from all over the country. All these are enriched with the insights by the delegates of the Participation Fair held in 1999.

Partnerships for Governance and Development
The Caucus of Development NGO Networks, League of Corporate Foundations, Philippine Business for Social Progress, Department of Finance, Department of Trade and Industry, National Economic and Development Authority, Makati Business Club, Management Association of the Philippines, Financial Executives Institute of the Philippines, Bankers Association of the Philippines organized a tri-sectoral conference on February 24 and 26 2000.
The Tri-Sectoral Conference is an initiative involving monitoring and initiating policies, programs and projects to further enhance partnership of business, civil society and government to bring about renewed vigor and vitality to the economy by addressing the over-arching problem of poverty.
This compilation documents the proceedings of the multi-sectoral conference on Partnerships for Governance and Development.

Trends in Official Development Assistance for Philippine NGOs: A Follow-Up Study
This study looked at general trends in official development assistance (ODA) worldwide and in the Philippines with a specfic focus on ODA funding trends for NGOs. It examines the feedback from donors on their relationship with Philippine NGOs, assesses ongoing efforts among NGO fund facilities to collaborate among themselves and presents a number of recommendations for the consideration of the NGO community.
This is a follow up study to the Monograph on Official Development Assistance to the Philippines:1986-1996 which was published in December 1998.

Civil Society Assessment of Government Performance in Asset Reform and Social Services Delivery
This report brings together the work of several non-government organizations who assessed various areas based on government data vis-à-vis the targets set in the Medium Term Philippine Development Plan for 2000-2004 and the commitments made through recent policy pronouncements. In particular, they focused their assessment of the Estrada Administration's overall performance in poverty reduction in the programs where they have developed their competencies as non-government organizations.

Increasing Results: Maximizing NGO Fund Facility Resources
The State of the Art in NGO Fund Facilities
This publication presents some of the highlights of the Strategic Sharing and Planning Workshop of Philippine Nongovernment Organization Fund Facilities held on February 25-26, 1999.
This monograph begins with an overview of NGO Fund facilities in the Philippines, followed by a situationer on current trends in Official Development Assistance (ODA) to the country. The following segment details the program scope of 16 fund facilities. It includes pertinent information about the different fund facilities which may be useful for NGOs and people's organizations (POs) scouring around for possible sources of funds. The next chapter gives a general orientation on the Philippine government's General Appropriations Act or the national budget, and outlines ways for tapping public funds as potential sources for development assistance. The succeeding chapter enumerates the areas served and less served by the different fund mechanism. Based on that information, the gaps in development funding are identified in terms of geographical, sectoral, and thematic areas. The chapter likewise sites the key issues, opportunities and strengths of the fund mechanism. The penultimate chapter describes two existing models of joint undertakings by four fund mechanisms. The monograph concludes by identifying ways by which fund facilities can continue to work together.

Official Development Assistance in the Philippines: 1986-1996
The monograph on Official Development Assistance to the Philippines is meant to provide Philippine NGOs and people's organizations some "handles" with which to understand the arena of ODA, and to effective policy advocacy work vis-à-vis the Philippine government and donor agencies.
This study is divided into two parts. The first part, consisting of four chapters, provides an assessment of ODA and delineates the role of major stakeholders. Chapter 1 is an overview of current and emerging trends worldwide in Official Development Assistance while Chapter 2 outlines the policy and programming framework in ODAs and NGOs. Chapter 3 gives the current involvement of Philippine NGOs in ODA while Chapter 4 gives an analysis of strategic options for NGOs. The second part proposes four major advocacy position that may be adopted by NGOs in dialogues with donors and the Philippine Government regarding the programming of ODA to the Philippines.
This monograph is based largely on the work written by Raul Gonzales, and edited by Margarita Lopa-Perez.

A People's Agenda for Development and Democracy
Policy Recommendation to the Estrada Administration
Advocacy has become a more challenging and complex for NGOs over the last few years. Ideas such as sustainable development and people's participation have found their way into official government rhetoric -although implementation of this rhetoric still lags behind. Meanwhile, the incoming Estrada Administration has introduced its own style of policymaking, which requires a more nuanced response from NGOs.
The People's Agenda for Development and Democracy II (PADDII) is an advocacy document for these complex times. The PADD II is the result of more than a year of consultations not only with the 13 CODE-NGO member networks but with the hundreds of NGOs and people's organizations in the National Peace Conference, Philippine Sustainable agriculture Coalition, Green Forum and the Women's Action Network.
This document contains CODE-NGO's aspirations for meaningful democracy and development in the country at the turn of the century.

- The CODE-NGO Report: Celebrating a Decade of Service
Through the years, the network has accumulated a wealth of experience from which other developmental organizations in the country and abroad can learn from. There is a need to document these experiences to keep a record of development work in the Philippines.
This study will highlight the organization's accomplishments for the past ten years. It will assess the extent to which CODE-NGO has achieved its mandate of internal reform and policy advocacy. It will document the policy advocacy strategies employed and their impact on the resolution of issues affecting the NGO/PO community. It will chronicle CODE-NGO's gains in the fields of networking, coalition building and consensus building mechanism among members of the NGO community.
The study will also focus on internal reform initiatives by documenting the organizational strengthening and capability building activities for its member networks. It will include the learnings in establishing partnerships with local and foreign government agencies, international institutions, and partner agencies.
- Trends and Traditions, Challenges and Choices II
This research project will continue the story of NGOs in Philippine society. It will take off from where the book Trends and Traditions, Challenges and Choices left off in 1995. The first section of this edition will attempt to paint a holistic picture of the role of NGOs in Philippine society during the past five years. The second section will show the dynamics of the relationship of NGOs with other players in society: people's organizations, churches, church-based and civic groups, academe, government, business sector and donor agencies. The third section will discuss the strategic directions for development NGOs. The fourth section will present the conclusions and recommendations of the study.
